    One aspect of the decline in insect populations not highlighted by the media is the rise in microwave radiation from mobile phone technology. A quick google on the subject will bring up plenty of information on it. This is a global problem.

    If I cold put my three pen'worth in, that 'garlic' looks like allium triquetrum - a pain to eradicate but the 'Red spiral bulb' looks like a gladiolus corm. They grow a new one every year on top of the old one. I would suggest keeping the top corm and replant it to see what comes up.
