That's the difference between his handling of Ukraine compared to his handling of Russia. With Ukraine he actually puts his warnings into effect. With Russia they merely remain as warnings.
Maybe it was intentionally co-ordinated to happen before Trump has officially spoken to Putin which happens today I believe so if Putin does agree to a ceasefire after speaking with Trump, it will help Trump show how he has made an immediate difference. There's a lot of mutual back scratching...
There appears to be a pattern of making provocative statements against Ukraine /Zelensky just before diplomatic meetings have been arranged to negotiate a peace deal.
First it was Trump calling Zelensky a dictator and saying Ukraine started the war, just before the Oval office meeting.
