The tree could be a not very healthy Strawberry Tree (Arbutus unedo)? Is the name on the black label at the base? I can't make it out on my laptop.

I think you're correct on name, as comes up on Google lens reverse image thingy

I think there's one in Preston Park.

If you're referring to the tree on the inner road in that little triangle, that's an Acer griseum, which too has interesting bark. That's probably my favourite tree in Brighton. There is however, a Strawberry tree over the road in Jevs' Rock Garden, if that's the one you mean?
