It's not all pubs but those with a rowdier busier crowd will likely have this to avoid accidentally serving an underage drinker when things get busy.
@Wieffergoat thankfully Brighton is full of wonderful and fairly diverse pubs and if you go somewhere slightly away from the crowds (as in they haven't employed security on the door and you're able to sit at a table) it is very unlikely that any pub will make you leave as long as you're playing by the rules (not buying the U18 alcohol). As @Sussax says, The Lord Nelson will likely be fine, whilst still retaining a slightly footbally feel, or somewhere like The Foundry would also be unlikely to have any issue - there are loads of options!
