Thank you to the replies I received - this wasn't about me throwing my toys out of the pram because I wanted something I wasn't allowed, this was about being forced to take my car to a garage I didn't feel comfortable with. The equivalent, if you like, of either getting Apple Regent Street to fix your damaged iPhone, or the mobile phone stand next to the tube on Oxford Street.

Postman Pat's reply put me on the right track - the ABI, FSA and OFT have indeed said that the final say lies with the car owner. My email (I do better writing than I do talking when it comes to putting up a fight) to Admiral explained the reasons why I had the car, its newness, its importance, and the reasons why I wanted the flagship Toyota garage instead of the smaller independent garage the dealership in Broadbridge Heath happens to use. Finally, I added on the ABI stuff, but only to show that I knew my onions.

Within thirty minutes, approval had come through; the car is booked in and in a month or so will be silver-streaking its way around the Sussex/Surrey hills with dashing aplomb.
