Trying to look at is from a reflection of modern day popular slang, as well as from a socio-economic context, I conclude that it is in fact TWO words.

to be honest i had never heard the term before to day other than in the context of the rather good Aphex Twin trak, just thought it was a surreal title.

Depends on the context it is used. The word Tart can be offensive if used in some contexts.

It could be taken as offensive in the context that it originated in the USA and is American slang:p
Perhaps Little Britain USA could invent a new character for the next series who is a w-l ;)

Have look at the BBC's own website for disabled people " Ouch " and look at the results for insulting words. Makes interesting reading!

Does everyone live between such straight lines, that they consider any off-the-cuff remark that might make a derisory reference, offensive?

Laura mentions in a thread, that she's offended by H&H. A North Stand Polls member and contributor? . How many decisions does an NSP member have to make between feeling affronted or amused by such regular everyday terms as 'flid', 'spacker', 'mong' .....etcetera?

Okay, before anyone might say I cannot relate - I used to have to wear leg calipers as a child. There were other kids who would flippantly refer to me as 'crip', but I never once considered them to be seriously insulting.

One lad used to call me a name, kick me and run away. He was the one I hated, as you can imagine. I gave him a thick ear in front of everyone not long after the calipers came off (and would, actually, happily do so again)(plus, to cap it all, I recently found out on 'Friends Reunited' that he is a palace supporter!).

The parallel for me here, is that there can be actual reaction of shock and outrage - and there is chosen reaction, where one chooses to feel affronted by comments.
There are times when it's more appropriate not to OWN derisory comments by outcry.

Well, clearly, window licker can be offensive. As others have said, however, context is everything. Nevertheless, it should certainly be used with circumspection, something that quite obviously did not happen in this case. If radio presenters aren't capable of carefully considering everything they are about to say live on air, then it is quite understandable that their bosses should be worried and think they should be removed from the airwaves before they say something else equally stupid (or worse). Whether it deserves a permanent ban is more questionable. A little bit of education and a thick dollop of both humility (yes, I know there has been an apology) and maturity should see them back on.
