That isn’t varicose veins.

That’s vascularity caused by his low body fat, it makes the skin seem thin and veins bulging, appears especially after exercise.

It’s very common in top level cyclists after a long ride and can look very extreme as dehydration also plays a part. It’s even a desired look for body builders too.
