After all the hoo-hah over Mooney hitting the bar not being a shot on target, I've just seen Henry hit the bar from a free kick, Lo and behold, up comes a caption. Shots 3 On Target 3 Goals 1. Is it one rule for the Prem and one for the rest?

The goal is the target and so if you hit the bar then it is on target. No or Yes

As far as I'm concerned, if it's a goal, it's on target.

Anything else means not on target. Even hitting the woodwork.

The goal MOUTH is the target. Like Rangdo says, if you shoot at a 'keeper-less goal and the ball hits the bar it doesn't go in, therefore you haven't hit the target.
