I think Mashutin was elevated (during covid) because he showed a level of competence in the tax office.If Putin appointed Mishustin as Prime Minister, but Mishustin is the de facto head of a group of elites that try to distance themselves from discussion about the war...then I'm quite confused.
Maybe Putin felt less threatened by Mishustin than by the previous incumbent.
But as with any appointment, if they ever start to threaten Putins grip on power in any way, they will be disposed of.
The tax office raid may well be a precursor to "finding corruption" violations, Putins kangaroo court will rubber stamp?
