As a cat lover and owner, I feel for you mate.Terry is an indoor cat, the plant was deliberately put in a communal planter which has been empty for ages. The guy threatening him is on the same floor who has 'issues' and he has threatened other residents here, threatened to rape some of the women amongst other nice things. The council and the manager of this place have done nothing to stop him.
He accused Terry of chewing on one of his other plants and reported him to the police for acting maliciously which is what started it off

You can also send a "cease and desist" letter for harassment, threatening legal action, even if you never actually do that, the threat of it may change their calculus and you will have a record that you sent it, just make sure you post it recorded so you get their signature of receipt.
