[Help] Looking for help , someone threatening to kill my TERRY

Terry is an indoor cat, the plant was deliberately put in a communal planter which has been empty for ages. The guy threatening him is on the same floor who has 'issues' and he has threatened other residents here, threatened to rape some of the women amongst other nice things. The council and the manager of this place have done nothing to stop him.
He accused Terry of chewing on one of his other plants and reported him to the police for acting maliciously which is what started it off

As a cat lover and owner, I feel for you mate.

Aside @Weststander ideas to involve RSPCA you could ask if the management of the house are willing to put wifi cctv cameras up in communal areas that save to cloud like amazon blink or ring, then you/they will see and have record of who adds plants or does anything to threaten Terry etc

You can also send a "cease and desist" letter for harassment, threatening legal action, even if you never actually do that, the threat of it may change their calculus and you will have a record that you sent it, just make sure you post it recorded so you get their signature of receipt.

Just to update you, TERRY is still safe, I've had help from my local councillors and trying to get help at Brighton Council. I told the young LAD he has only ONE person taking a CONTACT out on you, you should have been around TWENTY years ago when Dick TIGHT and his LICKERS put out so many CONTRACTS on ME it looked like a PHONE directory.

Might be best to keep Mr T in for a bit. I know he’s not a house cat, but with a litter tray at least you know he’ll be safe for the time being, until you can do something about the neighbour

Last year my cat was shot with an air gun. She spent a week in intensive care at the RVC Hospital in Brookmans Park and pulled through. We still don't know who did it but we have kept her in ever since and it's over a year now. I contacted the police but they couldn't do anything. At least you know who is making the threats and I hope the police can apply some pressure.

No doubt that’ll put Ernest’s mind at rest. It’s a bit like saying don’t worry about going out at night and getting stabbed as you will inevitably pass away one day, anyway.
